Attendees: Parish Councillors: Cllr Carolyn Barton, Cllr Jane Baker (for part of the meeting), Cllr Robert Brewer, Bill Hatton and Cllr Claire Tester.

In Attendance: Deputy Clerk – Tracy Forte

P22/55 APOLOGIES FOR ABSENCE.  Apologies were received from Cllr Kristian Berggreen

P22/56 DECLARATIONS OF INTEREST.  Cllr Claire Tester declared a non-pecuniary interest in items 5.9 SDNP/22/03791/HOUS Halfway Ditchling Road Clayton West Sussex BN6 9PH Retrospective permission for 3no. gable windows and proposed blackout blinds

P22/57 MINUTES. It was RESOLVED that the minutes of the meeting held on 22 August 2022 be signed by the Chair as a true and accurate record of the meeting.

P22/58 PUBLIC PARTICIPATION.  There were no members of the public present.

P22/59 Following a request from Cllr Jane Baker, the Chair proposed that item 5.9, SDNP/22/03791/HOUS Halfway Ditchling Road Clayton West Sussex BN6 9PH, was considered first.  The Committee supported this request.

P22/60 APPLICATIONS

SDNP/22/03791/HOUS Halfway Ditchling Road Clayton West Sussex BN6 9PH Retrospective permission for 3no. gable windows and proposed blackout blinds. Response: RECOMMEND APPROVAL.

DM/22/2082 8 The Crescent Hassocks West Sussex BN6 8RB  T1 and T2 Macrocarpas – Fell to ground level T3 Small Yew – remove T4 Lime – Trim back overhanging branches to boundary.  Response: RECOMMEND REFUSAL.  The MSDC tree officer will determine whether these trees pose a genuine danger prior to agreeing any removal which will impact on appearance of the area. However the trees are situated in a conservation area and the two Macrocarpas represent some of the only specimens remaining in the village so have a rarity value.  Therefore the Council would not wish to see these trees felled unless absolutely necessary.

DM/22/2605 Footpath North East Of 25 Queens Drive Hassocks West Sussex BN6 8DF Willow trees x2 overhanging footpath – crown reduce between 2 and 3 metres. Response: RECOMMEND APPROVAL

Cllr Jane Baker left the meeting.

DM/22/2625 44 Grand Avenue Hassocks West Sussex BN6 8DE Hip to gable loft conversion with rear dormer and front roof lights. Response: RECOMMEND APPROVAL.  The applicant is advised that Government has committed to adopt a ‘Future Buildings Standard’ during 2021 which will change the Building Regulations requirements for alterations and extensions to homes to bring these alterations closer to that of a ‘zero energy building’.  This is supported by Policy 5 ‘Enabling Zero Carbon’ of the Hassocks Neighbourhood Plan which states that proposals that modify existing buildings (including extensions) should seek to maximise the inclusion of energy-saving measures and renewable energy generation.  Energy saving measures include floor, roof and wall insulation, and low u-value windows (which may need to be triple glazed).  These requirements may require amendments to your design which could affect the drawings submitted for planning permission. The applicant may wish to note that alterations that are built to a Nearly Zero Energy standard, are unlikely to need further retrofitting to minimise the carbon emissions that the nation is required to reduce to zero by 2050.  As retrofitting an existing home to be highly energy efficient is more complex than doing so for a new building, applicants may wish to look at the ‘EnerPHit’ standard that the Government is understood to be considering as the applicable “Nearly Zero Energy’ standard in this context, or at the Architypes published by the London Energy Transformation Initiative for u-values for your extension walls, windows etc. and for ventilation and overheating prevention standards to be achieved.

DM/22/2678 Land North Of Clayton Mills Hassocks West Sussex Construction of a sales pod with associated parking and landscaping. (Planning Permission sought for a temporary 12 month period).  Response: RECOMMEND REFUSAL.  The sales pod should be accessed from the main site access not from the public footpath.

DM/22/2549 123 Grand Avenue Hassocks West Sussex BN6 8DH Erection of a single storey rear extension. (LDC). Response: NOTED.

DM/22/2691 99 Grand Avenue Hassocks West Sussex BN6 8DG Garage conversion, with raised roof to create home gym and leisure space, and single storey side extension. DM/22/1798 68 Church Mead Hassocks West Sussex BN6 8BW Two Proposed side dormers. Amended Plans received 22.08.2022 showing amended design.
